Photoshop problem with layers and transparency.?

So I'm making a picture for my friend and I'm not that pro at PS so this is what I did.

1. Made background flames.
2. Added skull and cap.
3. Added flames in front of skull.

So my problem is when I want to color front flames in blue it colors the background flames and skull + cap too.

I color this way:
Create fill or adjustment layer, solid color, and add blue color, change the layer to Overlay.

Any tips on how to change only front flames without messing up everything else?
